You have a duty of care to your employees, it is an obligation that starts on day one of employment. However unlike HR, Health and Safety is governed by criminal law. As an employer you are expected to conduct risk assessments (not to create masses of paperwork, but to identify the relevant risks in your workplace), put together a health and safety policy and ensure your employees have been trained and are able to carry out their jobs safely without incident.
